When I went to the download link you posted, it says OneDrive is already installed with Windows I guess I knew that already, I just like the interface better and the ease of sharing files, etc. So I downloaded anyway and got an error trying to install because "A newer version of OneDrive is installed.
Okay this cleared things up for me! I think the issue is with the Store App, because after removing that and installing it directly from My Library from Microsoft Store, I still received the same pop-up upon startup.
